Second, we will continue to implement targeted fee reductions. For small and medium-sized enterprise users, the average broadband and dedicated line charges will be further reduced by 10%; basic telecommunications companies will be encouraged to continue to provide a 50% discount on basic communication service charges for rural poverty-stricken households; and specific preferential policies will be introduced for special groups such as the elderly and the disabled that are lower than the public market charges.

The third is to improve the quality of networks and services. Standardize network fee marketing behaviors, and strictly investigate behaviors such as "forced promotion of 5G packages", "different rights for new and old users", and "exaggerated promotion of packages". Organize basic telecommunications companies to strengthen the coordinated development of 5G and 4G, improve the efficiency of network resource utilization, and ensure the coverage needs of users in urban hot spots and areas with weak coverage for different network standards.
