Another favorable policy for 5G has emerged. Recently, the National Development and Reform Commission and the Ministry of Finance jointly issued a document, implementing the preferential policy of "reduction and exemption in the first three years, and gradual implementation in the next three years" for the frequency occupation fee standard of 5G public mobile communication systems, and reducing the frequency occupation fee standard of public mobile communication systems above 3000 MHz. The introduction of this policy has greatly reduced the cost of using 5G frequency resources in my country, and will effectively promote the development of 5G in my country and its application in various industries.

The document stipulates that, first, the frequency occupation fee standard for 5G public mobile communication systems will implement a preferential policy of "reduction and exemption in the first three years, and gradual implementation in the next three years". That is, from the date of issuance of the 5G frequency use license, the frequency occupation fee will be exempted from the first to the third year (calculated according to the financial year), and the frequency occupation fee will be charged at 25%, 50% and 75% of the national fee standard from the fourth to the sixth year respectively. The fee will be charged according to the national fee standard from the seventh year and thereafter.

Second, the frequency occupation fee standard for public mobile communication systems above 3000 MHz has been lowered. Among them, the frequency band used for 5G nationwide, namely the 3000-4000 MHz band, has been reduced from 8 million yuan/MHz/year to 5 million yuan/MHz/year, the 4000-6000 MHz band has been reduced from 8 million yuan/MHz/year to 3 million yuan/MHz/year, and the frequency band above 6000 MHz has been reduced from 8 million yuan/MHz/year to 500,000 yuan/MHz/year. The introduction of this policy has greatly reduced the cost of using 5G frequency resources in my country, and will effectively promote the development of 5G in my country and its application in all walks of life.

Third, the charging method of frequency occupation fee for Ka-band high-throughput satellite system has been adjusted. The original regulation of charging frequency occupation fee from satellite transponder operators and terminal users in the network has been changed to charging satellite operators according to the actual bandwidth occupied by satellite frequency, and exempting terminal users in the network and gateway stations from frequency occupation fee. This policy reduces the scale of frequency occupation fee payment for satellite operators, exempts high-throughput satellite terminal users such as enterprise private networks, distance education, news gathering, satellite Internet users from frequency occupation fee, and will effectively promote the development of my country's high-throughput satellites and the application of satellite Internet. my country's first new generation geosynchronous orbit high-throughput satellite independently developed "Zhongxing 16" was successfully launched on April 12, 2017 and officially put into use on January 23, 2018. This satellite is the first application of Ka-band broadband technology in China, with a total communication capacity of 20Gbps, exceeding the total capacity of communication satellites developed and launched in my country. Next year, my country will also launch the ultra-large-capacity high-throughput satellite "ChinaSat 18", which will cover my country and the Asia-Pacific region, and will better meet the urgent demand for the use of satellite Internet in rural areas, remote areas, airplanes, ships and other occasions.

Fourth, a 50% reduction policy will be implemented for the frequency occupation fee of satellite systems included in the national major projects and used for space science research, actively supporting the development of the national space industry.

The "Radio Management Regulations of the People's Republic of China" stipulates that radio spectrum resources belong to the state and are used for a fee. The use of radio frequencies must pay radio frequency occupation fees in accordance with relevant national regulations.
