On December 26, the National Industrial and Information Technology Work Conference was held in Beijing. The conference reviewed and summarized the work in 2016 and clarified the key work tasks for 2017.

The meeting pointed out that my country made significant progress in speeding up and reducing fees in 2016: more than 430 billion yuan of investment was completed, optical network cities were basically built in all prefecture-level cities across the country, the proportion of fiber-optic broadband users reached 72%, and the number of 4G users exceeded 700 million; 3 new Internet backbone direct connection points were added, and the network bandwidth was newly expanded by 950G; the national average fixed broadband access rate reached twice that of the end of 2015, and the average tariff level of fixed broadband unit bandwidth and mobile traffic further declined.

In terms of the special action for basic Internet management, 2,329 illegal and irregular websites were dealt with, 23,000 illegal voice lines and 675,000 400 numbers were shut down, more than 1,700 number-changing software and products were removed from the shelves, and real-name registration for telephone users was fully implemented.

For 2017, the meeting put forward six work direction requirements, the core of which is to continue to implement network speed increase and fee reduction.

The meeting proposed that by 2017, all urban households in the country should have 100Mbps (100M) fiber optic access capabilities, some cities should provide 1Gbps (1Gbps) ultra-high bandwidth services, and more than 80% of administrative villages should have fiber optic access to the villages; the Internet network bandwidth should be expanded to 1000G, and 3 new Internet backbone direct connection points should be added; support should be provided for the construction and upgrading of broadband in more than 30,000 administrative villages, and efforts should be made to cover 8,000 poor villages with broadband networks.

In terms of 5G, we must vigorously promote the research and development of technology products, the formulation of standards and the maturity of the industrial chain, complete the second phase of integrated technical solution testing, and coordinate with domestic and foreign industries to promote the formulation of unified 5G international standards.
